California passed a restructuring act in 1997, but it was a disaster as the market rules created many holes that were exploited by wholesale traders. This helped cause the energy crisis in 2000, which led to the suspension of full deregulation. Deregulaiton participants were allowed to continue in deregulation and were labeled “Direct Access Clients.” Direct Access clients represent about 5 percent of the total load in the state. If a participant wanted to return to a utility company, they were given the utility tariff rate and were not allowed to return to shop for a retailer. In 2010, Senate Bill 695 began to take effect as a small portion, another 5 percent of the market, has been allowed to apply and shop for a third-party supplier. This is a very limited part of the market and will happen in stages beginning now until 2014.

Connecticut became an electric deregulated state in January 2000. True competition did not take place until the standard offer rates by utility companies rose significantly, which occurred in January 2008. At that time, competitive retailers could offer rates below the current utilities, which caused the market to experience a rise in the number of people shopping for the best utility rate.

From mid-size to large companies, we have reduced energy consumption and lowered electricity costs for businesses across Connecticut since 2007. Illinois became an electric deregulated state in 1997, but rate caps kept the market inactive except for large industrial and commercial loads. In 2007, the rate caps started to expire in a staggered approach as the smallest clients were affected last. Today, there are a myriad of choices, but the market is confusing as price scope, product choice and retailer risk pose potential risks to uninformed buyers.

Maryland became an electric deregulated state in 1999, but utility rates were frozen between 3.5% to 7% below 1999 rates on the Provider of Last resort and standard offer service rates. Thus, 3rd party retailers couldn’t compete as energy prices continued to rise. In 2007, the rate caps started to expire in a staggered approach as the smallest clients were affected last. Today, there are a myriad of choices, but the market is confusing as price scope, product choice and retailer risk pose potential risks to uninformed buyers.

Ohio enacted deregulation in 1999, but it did not start until January 1, 2001. The market took off slowly as a 5-year incumbent rate freeze was in place. Third-party vendors were not able to provide competitive pricing as the market costs continued to rise. Slow rate increase plans, also known as rate stabilization plans, were put in place in 2008 when the 5-year period ended. 2009 marked a period of market-based rate plans, which were implemented by incumbent utilities. This has allowed the market to become more competitive as retailers are able to provide savings depending on the utility territory.

From mid-size to large companies, we have reduced energy consumption and lowered electricity costs for businesses across Ohio since 2010. Pennsylvania became an electric deregulated state in 1997, but rate caps in different utility territories have limited opportunities for buyers. Consumers living in regions, where rate caps have expired, have seen their rates increase up to 30 percent, which creates an active market. The last of these rate caps will expire in January 2011.

On January 1, 2002, Texas became an open competitive market, and since its restructure, the Texas electricity market has been active. Texas energy users quickly realized that being a non-shopper was costly as utility companies raised their supply rates 30%. With approximately 85% of commercial and industrial customers switching providers at least once since 2002, the electricity market in Texas is the most active open market in the U.S.

As customers have become more educated on their options in a competitive energy market, they realize the importance and financial impact a well-negotiated contract can mean for their business but typically lack the resources to manage the process. Our proven track record has led to Rapid Power Management being one of the most trusted energy advisers in the industry.

Rapid Power Management offers Texas-based companies access to the brightest team of energy procurement consultants in the country. From mid-size to large companies, Rapid Power Management has the experience and expertise to help you reduce energy consumption and lower electricity costs.
